Minutes of the Parish Council meeting held on the Wednesday 10th August   2016, in the Village Hall, Barnburgh.

The Chair welcomed the newly co optioned Councillor Trevor Heptinstall; Cllr Taylor also announced his retirement and formally handed his notice into the Chair. The parish Council Thanked him for all his hard work over the years of being a Parish Councillor and will be missed.Cllr Taylor requested whether he could continue to oversee the hiring of chairs and tables from the village store and the upkeep of the phone box. All agreed for him to continue.

148/08/16 – Declarations of pecuniary, non-pecuniary, personal and prejudicial interest

Barnburgh and Harlington Community Leisure Association members, Cllr Llewellyn,L.Richards and  J.Scott declared their interest on item 10 of the agenda. The records were also updated accordingly.

150/08/16 – Previous Meeting

The minutes of the meeting held on Wednesday 13th July 2016 were agreed as a true record and duly signed by the Chair. 

Two amendments were noted: R Wilkinson was added to the Councillors present, he no longer is a Parish Councillor.

12 members of the public left the Parish Council meeting to have a meeting with Ward Councillor Ransome regarding Hs2.

 

151/08/16 – Public participation

Members of the public attended to raise concerns regarding the proposed Hs2 line. Ward Cllr Ransome discussed the matter with the members of public present in a separate room.

 

152/08/16-Planning Applications and other planning issues.

·     16/01754/FUL-Application of render to external walls of property enlargement of existing side windows and alterations to front elevation.-High House, Doncaster Rd, Barnburgh. No Objections Noted.

 

 

153/08/16 – Clerks Report

 

154/08/16 – Issues raised with the Ward Councillors.

·         Garage Bases at Doncaster Road-An email has been sent regarding the adoption of the garage bases as a community space to DMBC, all agreed at last meeting to adopt the space. The clerk to send a letter to confirm adoption of the area.

·        Barnburgh sign coming from Goldthorpe needs replacing as it is in bad condition

Cllr Ransome to investigate this matter

·        North End Drive Field-At the last meeting it was noted that the field at North End Lane had not been cut and would also benefit from a dog bin as it is used by of dog walkers. It was confirm that we can have a bin; however it will need to be added to the ground maintenance contract to be emptied on a regular basis.(This is currently done weekly in other areas.) The Parish Councillors requested information to whether we would need to pay for the bin.Cllr Heptinstall to contact DMBC to request this information.

·        Speeding traffic down Hollowgate-Cllr Heptinstall to contact DMBC Highways, it was raised that this was a police matter and action would depend on accidents in this area.

·        PACT meetings were discussed, these are on a monthly basis at Mexborough, and the Clerk advised that there is usually information on the Neighbourhood policing team website.

 

 

155/08/16 - Correspondence received.

 

156/08/16 – Restoration of the Church Lane Recreation Ground.

The chair presented information relating to the meeting of the BHCLA:-

The WREN grant amounts needs to be confirmed to ensure the correct figures are present for the loan amount. The Clerk to action.

BHCLA requested that the Parish Council add the £9,000 shortfall from the failed grant application from Awards for All to the loan amount.

All agreed a resolution to add the £9,000 to the loan amount.

Claiming the VAT on the project was discussed under section 33 VAT notice 749 it can be reclaimed. All agreed for the Parish Council to reclaim the VAT amount on the project

 

157/08/16-Information relating to the PWLB application.

The Clerk present loan projections for the amounts considered. All agreed to a loan of £55,000 over a 15 year period with the 6 monthly payments equally the parish Council repayments. The clerk to add these figures to the application for borrowing once the WREN figures are confirmed.

 

158/08/16-Cemetery Wall

 Councillors considered information presented to them; the three quotes to rebuild the wall were discussed and options to replace the wall considered.

All agree to completely removing the wall and replace with a mixed hedge, quotes to be obtained to remove the wall completely before proceeding.

The Clerk to contact all interested parties to inform them of the resolution made be the Parish Council.

 

159/08/16-Training Matters

Information relating to the training for the gardener was discussed, it is advised that the gardener needs PA1 and PA6 to spray pesticides in public areas. The clerk provided information relating to other training providers. All agreed to wait until the New Year to carry out the training and inform the gardener he could no longer use weed killer until he was trained to do so.

Cllr White has requested to attend Councillor Training, Cllr T Heptinstall also requested to attend on 26th September.

160/08/16- Hs2 Update

Ward Cllr Ransome updated the meeting on the meeting she held prior to the parish Council meeting 17 people attended. An independent committee will form to deal with matter raising from the recent Hs2 news.Cllr White offered to represent the Parish Council on the committee e to feed back to the Parish Council. Cllr Ransome provided information on the Joint Rural Parishes meeting on 16th August where Hs2 will be on the agenda.

 

161/08/16-Casual Vacancies on the parish Council        

The successful applicant Trevor Heptinstall, completed declaration of office and declaration of interests and was welcomed to the Parish Council.

A further vacancy was discussed due to the retirement of Cllr Taylor. Clerk to notify monitoring officer of the vacancy.

163/08/16- Bank reconciliation

The clerk presented the paperwork for approval up to Wednesday 10th July 2016; it was agreed and signed by Members present.

The Clerk presented this month’s bank statement for Councillors to sign.

 

164/08/16 – Next Meeting

It was agreed that the next ordinary meeting of the Parish Council would be held on Wednesday 14th September 2016 in the Village Hall, Barnburgh.

165/08/16-To consider any minor matters and items for the next agenda

·        Asset Inspection date to be confirmed, all agreed to 22nd August at 2.30pm.The Clerk, Cllr Llewellyn, Cllr Scott and Cllr White to attend.

·        Cllr White raised several matter regarding the website/face book, to be added to the next agenda.

·        Funding for rural broadband. To be added to the next agenda.

·        Grapevine –Councillor to have confirmation from the editor of the Grapevine that the Parish Councillors will see a copy prior to it going to print.
