Minutes of the Parish Council meeting held on the Wednesday 9th November 2016, in the Village Hall, Barnburgh.

212/11/16 - Apologies for absence

Cllr Richards-Reason for apologies accepted by the Parish Council.

215/11/16 – Previous Meeting

The minutes of the meeting held on Wednesday 12th October 2016 were agreed as a true record and duly signed by the Chair. 

 

216/11/16 – Public participation

No members of the public attended the meeting.

 

217/11/16-Planning Applications and other planning issues.

No planning applications were presented to the meeting; the Clerk updated the meeting on previous planning Decisions.

218/11/16 – Clerks Report

Allotments-A letter has been sent out to all allotment tenants regarding the access and parking at the allotments. The tenants requested to have a bonfire on the allotments on 6th November if the conditions are correct.

A plan of the allotment plots has been added to the councillor packs for agenda item 12.

Plot 10 sent a letter of notice for the plot.

Jubilee tree Christmas lights-Christmas plus have been contacted to re set the lights as they were set to be on all the time for the Tour de Yorkshire. They will come out the week commencing 20th November at a cost of £66.00 plus VAT to reset the timer. I have asked them to set the timer for the lights to come on at 3.30pm.

War memorial gravestones-I have had an enquiry about a war memorial gravestone in the top cemetery off a resident. The gravestone had been cleaned and he was enquiring to whether the Parish Council had carried out the work.Cllr Llewellyn investigated further to find that Balby Archives carried out the work and  they are involved in the upkeep of war memorial grave stones.

PACT meeting-The next pact meeting is on Thursday 10th November at Mexborough Resource Centre.

Gardener handyman-Clerk to updated the meeting on employment matters. Time sheets are being filled in to establish hours carried out over the month. The Clerk proposed that the Chair should meet with the Gardener to introduce himself and discuss hours and workload. Consideration made to adopt a staffing committee in the future to deal with employment matters

Solicitors-Information relating to the documents kept at the Solicitors, the clerk has made contact with the solicitors details held on file by the previous Clerk. They informed the clerk that they had no record of the documents. All agreed for the Clerk to contact the previous Clerk to establish where these document were being kept.

 

219/11/16 – Issues raised with the Ward Councillors.

·        It has been noted that the street sign at Hollowgate has been removed and the Barnburgh sign coming from Goldthorpe needs replacing as it is in bad condition.Cllr Ransome to investigate further and report to the meeting.

·        North End Drive Field-North End Drive Field- It was confirmed that we can have a bin; the bin awaiting installation. No bin installed.

·        Speeding traffic down Hollowgate-Cllr Heptinstall to contact DMBC Highways, it was raised that this was a police matter and action would depend on accidents.Cllr White and G Heptinstall to liaise with Police contact Peter Eley to carry out speed checks in the concerned areas

Cllr White informed the meeting that she was waiting for Peter Eley to contact her as he wanted to speak to DMBC Highways regarding the matters raised.

 

 

 

 220/11/16 - Correspondence received was presented to the meeting to consider and take action were necessary.

 a.to consider trial on how the correspondence is presented to Councillors.

The Clerk explained that she had not been able to send all correspondence in one file; further training would be required to establish how to do this. The Clerk willing to work with Cllr White to establish a resolution.

Cllr White raised the matter of transparency to the Councillors, regarding emails sent to all between meetings. Not all Councillors respond to matters.

It was resolved to:-All agree that if there is no response, then the Councillors did not disapprove of the content or they would have response to raise their views. If a response is required a deadline of responding should be added to the correspondence.

If the email is just for information this should state FYI in the sender message.

 

221/11/16 –Recreation Ground, Church Lane.

To consider results of the Rospa playground inspection-two entrapment matters need addressing. The Clerk to Contact DMBC to get a quote for the work. Also discussed was signage to be added to say that parents /guardians are responsible for accidents in the playarea.Anita Johnson at DMBC to be contacted regarding the signage.

The Clerk informed the meeting that there had been no contact from WREN regarding the contract. Concerns were raised about the timescale and the project managing of the project. A works programme was discussed and regulations on completion of the project.

 

222/11/16-Cemetery Wall

The Chair had requested that the Clerk send the documents received to be sent to YLCA for further advice on ownership of the wall. No response had been received.

The Chair informed the meeting that the ivy had been removed and the wall was not leaning other than the area where it had fallen down.

 

223/11/16-To receive information relating to the Allotments.

a.To consider drainage of water on the plots and cultivation required.

Two plots were advised of non-cultivation, one tenant responded wanting to know the acceptable amount of cultivation and also the matter of drainage on the top plots.

The Chair presented a report on the drainage and the hedge around the top perimeter. Ownership needs establishing prior to work being carried out on the hedge to help with drainage.

·        Contact the farmer who owns the field adjacent to the allotments.

·        If the hedge is the Parish Councils we could plant and re -site the hedge and maintenance would be easier.

·        Dig a drainage tunnel to help drain water.

The Clerk informed the meeting that plot 10 had given notice, and proposed that plot 14 could move on to plot 10 and not let out plot 14 until the drainage issues are resolved.

It was resolved for the clerk to contact plot 14 to propose a move to improve the situation.

 

 

224/11/16- Hs2 Update

Cllr White updated the meeting on the progress of the Hs2,Cllr White went to 10 Downing Street to present the letters/petitions with representatives of the Joint Rural Parishes Committee.

JRP meet with Ed Millerband to discuss Hs2 in the area, the next JRP meeting will be in November when there will be further updates after the autumn statement and the next stage of the consultation.

Other matters raised at the JRP meeting were planning applied for a Moto Station off the A1 at junction 37, extending the width of the A1.

 

225/11/16-Casual Vacancies on the parish Council  

A resident approached the Parish Council to fill the casual vacancy; William Roper was invited to the meeting and presented with information relating to the position to consider. At the next meeting the declaration of Office will be accepted.

The further casual vacancy was discussed, the further vacancy continued to advertised, this will be added to the website, face book and notice boards.

 

226/11/16-To consider information relating to the agenda layout.

A draft agenda was presented in the councillor packs to consider, Cllr White presented a further draft to consider as discussed at the recent new councillor training course.

Legal consideration of the agenda was considered and all the items discussed that will change including how we present financial matters.Cllr White informed the meeting that the declaration of interest does not have to be added to the agenda; however the Chair proposed that it stayed to remind Councillors of their interests prior to the meeting

It was resolved for it to remain on the agenda and proceed with the new agenda layout for the next Parish Council meeting.

 

227/11/16-To consider arrangements for turning on the Christmas Tree lights.

A competition was run by the carnival committee at the Carnival to switch on the Christmas lights. The Clerk has been liaising with the committee to arrange an event around switching on the lights.

A proposed date is 9th December to be incorporated at the carol on the green, with a proposed start time of 6.30/7pm.

228/11/16-Annual Report.

The Annual Report was to be prepared for the meeting and the approved copy added to the December Grapevine. However the Clerk presented information to the Councillor to consider.

The annual report was for last year, and since then we have changed Chair to do the introduction. With the report being over 6 month last it was resolved to do a report after the next year end by the end of April to be added to the grapevine.

232/11/16 – Next Meeting

It was agreed that the next ordinary meeting of the Parish Council would be held on Wednesday 14th December 2016 in the Village Hall, Barnburgh.

 

233/11/16-To consider any minor matters and items for the next agenda

·        The grapevine has been sent to print to be delivered week commencing 14/11/6.

All agreed to consider a schedule of work for the New Year.

·        The moving of the bikes from TdY discussed.

·        Cllr White to add a poster for information on the notice boards, Face book and the website.

·        Parish and Councils joint consultative Committee discussed a representative to attend.

Cllr White offer to attend if the agenda was relevant to the Parish.

·        Funding to be investigated from Shanks for the local community for the benches and litter bins in the recreation ground. Clerk to report to the next meeting.
